Mobilization of Funding Resources for City Development,

Introducing the Egyptian Experience in Financing and Implementing Social Housing

 

Under the auspices of Eng. Ahmad El-Maghraby, Minster of Housing, Utilities &Urban Development &Dr Yousef Boutros Ghaly, Minster of Finance ,an international seminar was held at 6th of October city on 2-5 March 2009 entitled  :"Mobilization of Funding Sources for City Development & Introducing the Egyptian Experience in Financing and Implementing Social Housing". This was phase 3 in capacity building program for top officials in the new cities which was co sponsored by NUCA and Metropolis Institute.

 (1) Participants :-

-         Ministers of Housing, Finance, Administrative Development, Local Development, Governor of 6th of October and all top officials of Ministry of Housing, utilities & Urban Development.

-         International Metropolis Institute.

-         International entities.

-         New cities.

-         Representatives of Ministry of Housing auxiliaries.

(2) Program Goals :-

-         Enhancement of institutional capacity of new cities.

-         Provision of funding options.

-         Exchange of experiences with the participating European entities in         provision of funding sources and their optimization for breakthrough of  development process.

-         Assisting NUCA in the local decentralization track.

-         Presentation of Egypt's experience in the social housing field

 (3) Agenda :-

-         Introductory and welcoming speeches by Ministers and Governor of 6th of October.

-         Presentation by NUCA Vice Chairman –Technical Follow up &               Coordination Sector and briefing of goals, accomplishments and local funding sources

-         Presentation by international expert along 3 day workshops for the participating countries experiment in management of various funding sources.

-         Workshop on decentralization, provisions of its success and                       centralization-decentralization transfer process.

-         Conference Recommendations:

-         Gradual application of decentralization

-         Gradual transfer of responsibilities to the private sector particularly in major service projects and development of accurate monitoring system.

-         Functioning revenues in the cities (land sales /usufruct) in the economic development of cities.

-         Enhancement of real estate finance role.

-         Functioning of funding sources for provision of optimum services for inhabitants.

-         Advocacy of lease (determined-permanent) system

-         Initiation of housing bonds and establishment of housing societies.
