License Documents &Measures
(According to law 119/2008 & Regulations 144/2009
Document Requirements from the Engineer/Engineering
Office
I. For New Building License
- Submission of an application (by the
engineer/engineering office) to the administrative authority on the
regulation specified form including the following documents:
- Title deeds (the owner /licensee shall be
responsible for the correctness of such documents.
- Copy of the licensee ID
- Presence of the owner (licensee) for
authorization/presenting an official power of attorney (in his name
/representative) to the engineer/engineering office for finalization
of licensing measures.
- Calculation of work values (subject to the
regulations specified form)
- Work efficiency certificate (subject to the
regulations specified form) including the planning and building
conditions, issued by the competent authority and signed by the
engineer/engineering office.
- 3 copies of the engineer/engineering office
approved drawings
- In case of the buildings; subject of article
(46):" No license shall be issued/starting of executive works which
value LE one million and more / in a minimum 4 storey building
-including the basement- unless an insurance document is submitted;
including a copy of the Egyptian Insurance Federation approved
structural drawings for definition of the civil liability for
building hazards, upon which the document, soil study and
calculation sheet are issued (subject to the regulations specified
forms).
II. In Case of Elevation/Amendment /Both.
- Submission of an application (by the
engineer/engineering office) to the administrative authority on the
regulation specified form including the following documents:
- Title deeds (the owner /licensee shall be
responsible for the correctness of such documents.
- Copy of the licensee ID
- Presence of the owner (licensee) for
authorization/presenting an official power of attorney (in his name
/representative) to the engineer/engineering Office for finalization
of licensing measures.
- Calculation of work values (subject to the
regulations specified form)
- Work efficiency certificate (subject to the
regulations specified form) including the planning and building
conditions, issued by the competent authority and signed by the
engineer/engineering office.
- 3 copies of the engineer/engineering office
approved drawings
- Copy of the previous license of the building
and the approved drawings.
- Engineer/Engineering Office certificate
providing that the building structure and foundation withstand the
required elevation works
- Elevation insurance documents is issued,
except for works not exceeding LE200000 (once for one flat only)
NB. No elevation license for real estates; built
after the validity of this law or having planning and building
violations; entailing no demolition (subject to article 60 of this
law)
III. Overhaul/Scaffolding License Documents.
- Submission of an application (by the
engineer/engineering office) to the administrative authority on the
regulation specified form including the following documents:
- Final
overhaul/scaffolding competent authority decision (article 90)
- Detailed drawings.
- Engineer/Engineering
Office approved technical report including methods and execution
details.
- Engineer/Engineering
Office cost estimate of works.
IV. External Finishing
License.
- Submission of an application (by the
engineer/engineering office) to the administrative authority on the
regulation specified form including the following documents:
- Façade drawings
- Cost estimate of works
Licensing Measures
2-1Application
Submission
Submission of a file
including work efficiency report, all required documents and
drawings and the fee payment receipt.
2-2 Application
Documentation
The competent
administrative authority shall receive the license file, all
documents and drawings (giving reference number and date).
2-3. Receipt
The administrative
competent authority shall certify to the license applicant a notice
of file receipt.
2-4 Application
Examination
For verification of the
file inclusion of all required documents and drawings compliance
with the site efficiency report specified planning and building
conditions.
2-5 Wok Adequacy
Work adequacy certificate
shall be approved by the administrative authority and the license
shall be issued within 30 days, starting the date of the file
receipt and payment of fees.
2-6 Data Completion
Application& Period
In case, the license
documents' non completion, the administrative authority shall,
within a week, starting the file receipt date, send a registered
letter with acknowledgement of receipt to the license application
specified address, in which 21 day notice shall be final for data
completion. The administrative authority shall issue the license
within 21 days, starting the receipt of required data.
2-7 Non Completion.
In case of non completion
within the specified period /receipt of incomplete data, the
administrative authority shall notify the applicant of the expiry of
file completion time frame.
2-8. Appeal&
Disapproval
In case of the
administrative authority rejection, the applicant may reapply/appeal
for the ad hoc committee.
2-9 Drawing Amendments
No amendment/material
change in the approved drawings except after having the relevant
permission (subject to licensing regulations).
Owner's Submittals
before Executive works.
Owner shall notify the
administrative authority by a registered letter with an
acknowledgement of receipt within two weeks, before start of work,
including:
1- Copy of contract
agreement with a contractor. In case, total turnover is more than
LE350000, the contract shall be concluded with the one of the
registered contractors in the Egyptian Construction &Building
Contractors Federation.
2- Copy of the Engineering
syndicate approved supervision certificate of the
Engineer/Engineering Office.
In case of works like
elevation, for which insurance document is mandatory, The
Engineer/any Engineer in the Engineering office shall have not less
than 10 years' experience

Building Licensing
Steps
I. Acquisition of
Efficiency Report
* Submission of an
application to the administrative authority for acquisition of site
efficiency report in terms of the planning and building conditions
providing for the site address and boundaries including:
1. Copy of ID.
2. Due fee payment receipt
* Receipt of the
application submission date.
* In case ,there are site
obstacles, the applicant shall receive, within a week starting the
application receipt, from the administrative authority statement of
such obstacles.
II. Contracting with an
Engineer/Engineering Office
* The owner shall conclude
a contract with an Engineer/Engineering Office for preparation and
submission of license file according to the following work
categories:
Category (a): all works
Category (b): apartment
buildings, which height of the last floor shall not be more than 34m
–administrative/commercial buildings which height of the last floor
shall not be more than 22m
The owner may authorize a
syndicate professional Engineer to apply for a license of any
category. Required experiences and disciples may be catered for
according to work categories.
* Recruitment Conditions:
Category (1):
- Syndicate architecture:
(Ten year experience minimum)
- Syndicate
electromechanical engineers
Category (2):
Architect/civil syndicate engineer with proven record.
III. Owner shall deliver
the following to the engineer/engineering office:
1. Land title deed.
2. Copy pf ID.
3.
Presence of the owner (licensee) for authorization/presenting an
official power of attorney (in his name /representative) to the
engineer/engineering office for finalization of licensing measures.
4. The site planning and building efficiency
report, issued by the administrative authority.
IV. License receipt.
Owner/his legal representative shall receive from
the administrative authority the license and approved copy of the
original drawings upon payment of fees within 30 days starting the
date of license file receipt
V. In case of non consideration of license within
the specified time frame.
In case of the administrative authority' non
consideration of the application within 30 days, this shall be
deemed as an approval
Owner/ his legal representative shall present a 2
week notice to the Governor, through process server , for the start
of construction works ,with due commitment of the license file with
related articles.
VI. License Validity Period
* Validity is one year, starting the owner's receipt
of the license.
* In case, there is no building work within one
year, starting the license receipt date, he may apply for license
validity including:
* Previous license
* Copy of approved drawings
* Validity of license certificate shall be one
year.
* Excavation /shoring works are not executive
preliminaries.
VII. Ante Execution Owner's obligations
* The owner shall notify the administrative
authority by registered letter with acknowledgment of receipt
(subject to the regulations specified form),two weeks before the
start of building works including:
1- Copy of contract agreement with a contractor . In
case the turnover is more than LE350000, the contract shall be
concluded with registered contractor in the Egyptian Construction &
Building Contractors' Federation.
2- Copy of the Engineering syndicate approved
supervision certificate of the Engineer/Engineering Office.
* No excavation/ shoring works shall start except
upon the receipt of the license.
VIII. Owner's Obligations during Execution
* Placement of signboard in visible area in the
building site, on which all relevant license information are written
(subject to the regulation specified form).
* Immediate cease of works in case of the
contractor/executive engineer violation of obligations pending
hiring others and reapplying for the administrative authority.
* Immediate cease of works in case of suspension of
insurance.
* In case of any violations, the owner shall cease
works upon notification of the administrative authority which shall
place violation signboard in the building site.
* In case of cease of licensed works for more than
90 days, the owner shall notify the competent administrative
authority in case of resumption by a registered letter with an
acknowledgement of receipt.
XI. Building occupancy efficiency.
The executive engineer shall issue such certificate
to the effect that execution was done in full compliance with the
license, building law rules and regulations, codes and standard
specifications. This certificate shall be kept with the
administrative authority.
X. Amendments after issue of Building efficiency
Certificate.
* Upon issue of building occupancy certificate and
the call for non structural amendments which have effect upon the
approved drawings, the engineer/engineering office shall apply for
the administrative authority including its specified architectural
drawings and relevant amendments.
XI. Ante Execution Owner's Obligations:
* Placement of a copy of the building occupancy
efficiency certificate in visible area at the building entrance for
one year starting the date of its issue.
* Exclusive management of the parking area.
* Taking necessary measures for installation,
operation and maintenance of a lift. Installation shall be by
professional registered company in the Egyptian Construction and
Building Contractors Federation.
* Non violation of fire insurance conditions for
building and occupants.
* Upon conclusion of sale/lease contracts for
specified units, such contracts shall include all relevant license
information: number-place of issue-number of floors-licensed
units-parking and lift installation areas.
XII. Partial Occupancy
* In case of the owner intention for building
occupancy before its completion, he may take partial occupancy
certificate( unless otherwise affecting completion works later on ,
subject to the executive engineer report). The part to be occupied
shall be externally finished.
* In case of cease of works( for one year ) after
the issue of partial occupancy certificate, the owner shall take the
administrative authority approval before work completion.
